Approximately 210,140 individuals were affected nationwide, including 14 residents of Maine. The clinic reported the incident to the U.S. Department of Health and Human Services on May 3, 2025, following an internal investigation.

Harbin Clinic Data Breach Details

In July 2024, NRS discovered suspicious activity within its information technology systems that resulted in a network outage. Following an investigation, NRS determined that unauthorized access to its network occurred between July 5 and July 11, 2024. During this time, certain files and folders were illegally copied from NRS’s systems by an unauthorized party.

NRS began a thorough review to identify the affected data and clients. In February 2025, Harbin Clinic was notified that patient information from its accounts may have been exposed. By March 2025, NRS provided Harbin Clinic with a list of individuals whose data might have been involved in the breach.

In response to this incident, Harbin Clinic is offering affected individuals a complimentary 24-month membership to Kroll Identity Monitoring services. Instructions to activate this service were provided with the notification letter.

Federal agencies recommend heightened vigilance for 12 to 24 months following a potential exposure of personal information.

The breach potentially involved personal information related to individuals acting as guarantors on Harbin Clinic patient accounts. This data may have included:

  • Names

  • Addresses

  • Dates of birth

While there is currently no evidence suggesting identity theft or fraud resulting from this incident, Harbin Clinic and NRS are taking the matter seriously.
